In MS Outlook application all the data and crucial information are stored in a single file called PST file. When any email message is send through Outlook it is first temporarily first moved in to the Outbox folder and then it is sent. Once the sending process completes it is then stored in the Sent Items folder. But at times due to issues in the PST file like its corruption or damage this sending process doesn't accomplishes completely and the mails gets stuck. Reasons

Resolution
In order to resolve the mail stuck issue of MS Outlook, you need to follow these below mentioned measures -
Change the working mode of the Outlook if it is in Offline mode. To do this, go to the 'File' menu and click Work Offline option. Now, click the Tools menu and opt for the desired Internet Service account from Send/Recieve list.
Disable the incompatible and outdated add-ins and go to the Tools menu and open the Options dialog box. Now from the Add-in manager update all your add-ins.
To correct the technique of sending email message stuck in Outbox folder, check for the connections to the mail server and click 'Send'.
If you are replying your mails from the old account, then it is better you recreate one and send a new mail message by copying all the information to it.
If the PST file is damaged then try inbuilt utility of Outlook i.e. Inbox Repair Tool and see if the problem persists.
